Works in the State Library precinct

Major works on the Metro Tunnel are underway at the northern end of the CBD to support construction of the new State Library Station with direct connections to Melbourne Central Station.

Franklin and A'Beckett Street will be closed for five years.

Acoustic shed and shaft construction

Construction within the acoustic enclosures at Franklin Street and A’Beckett Street is continuing.

The acoustic enclosures will help to minimise construction noise levels during the shaft excavation and supporting activities for tunnelling.

Franklin Street east acoustic enclosure construction

24/7 shaft excavation works are continuing within the acoustic enclosure along with deliveries of materials including beams, props and planks.

During daytime operation, trucks will enter the enclosure from Swanston Street and.

During night time operation, trucks will enter via Victoria Street.

Hours of work:

Ongoing, 24 hours, 7 days a week.

Franklin Street service relocations

From Monday 22 January 2018, the westbound lane of Franklin Street closes between Stewart Street and Swanston Street to relocate power, drainage, and gas services. Service relocation works will continue until the end of April 2018.

Detours will be in place along Victoria and Elizabeth Street.

Ongoing until 19 April, the eastbound lane along Franklin Street between Stewart Street and Swanston Street are closed between 6pm and 5am, weekdays and 7am to 6pm, weekends.

To complete these service relocation works, there will also be a full closure of Franklin Street in this section required on weekends only during April.

A’Beckett Street acoustic enclosure construction

From Monday 5 March, the A’Beckett Street acoustic enclosure site commences 24 hour works for shaft excavation and deliveries of beams, props, and planks.

During daytime operation, trucks enter and exit the enclosure from Swanston, Elizabeth, Franklin, and Stewart streets.

During night time operation, trucks enter and exit the enclosure via Swanston Street.

There will be approximately 6 truck movements per hour.

Ongoing, 24 hours, 7 days a week.

Victoria Street works

On the southern end of Victoria Street, service investigations will take place from 8pm to 9am until end of April and will involve non-destructive digging and saw cutting of the road surface. These investigations will confirm the locations for four boreholes to be drilled in the westbound lanes of Victoria Street.

Until late April on the northern end of Victoria Street, investigations will take be used to confirm the locations for 16 boreholes to be drilled in the eastbound kerbside lane of Victoria Street.

Installation of pits and pipes from the Swanston Street intersection on the northeast side of Victoria Street will involve sawing the top layer of the road, using non-destructive digging, excavating between each borehole, and asphalting to reinstate the road.

Bouverie Street will remain closed at Victoria Street. Access to Bouverie Street will be maintained via Queensberry Street. Site amenities will be placed in Bouverie Street in the kerbside car parks between Victoria Street and Bouverie Place.

Until July, these works will occur 7am to 6pm, weekdays and 7am to 5pm, Saturdays. Night works will occur 6pm to 7am from Sundays to Fridays.

Out of hours work

When out of hours works are required, we will notify local residents and businesses in advance of these works occurring.

All reasonable efforts will be made to complete works ahead of schedule, subject to weather and ground conditions.
