Works in the State Library precinct

Major works on the Metro Tunnel are underway at the northern end of the CBD to support construction of the new State Library Station with direct connections to Melbourne Central Station.

Franklin and A'Beckett Street will be closed for five years.

Acoustic shed and shaft construction

Construction of the acoustic enclosures at Franklin Street and A’Beckett Street is continuing.

The acoustic enclosures will help to minimise construction noise levels during the shaft excavation and supporting activities for tunnelling.

Franklin Street east acoustic enclosure construction

The acoustic shed will allow construction to occur 24 hours a day.

During daytime operation, trucks will enter the enclosure from Franklin Street west and exit via Victoria Street.

During night time operation, trucks will enter via Victoria Street, and exit out of Swanston Street turning right towards Victoria Street.

There will be approximately 9 truck movements per hour.

Hours of work:

From Friday 22 January 2018:

  • 24 hours, Monday to Friday
  • 7am - 1pm, Saturdays and Sundays

Franklin Street westbound service relocations

From Monday 22 January 2018, the westbound lane on Franklin Street, between Swanston Street and Stewart Street, will be closed to traffic. Potential full closures of both lanes may occur during night works and advised ahead of time.

Detours will be in place along Victoria and Elizabeth Street.

The westbound lane will remain closed until mid-2019.

A’Beckett Street acoustic enclosure construction

A second shift will commence at the A’Beckett Street site to continue construction of the acoustic enclosure.

Works undertaken during the second shift are expected to generate low levels of noise, and will include installation of the internal cladding of the shed and roof.

A 50 tonne mobile crane will be delivered to site at the corner of Stewart and A’Beckett streets overnight on 24 January. Due to the size of the crane, day time delivery is not permitted.

From the beginning of March, the A’Beckett Street site will commence 24 hour operation. During daytime hours, trucks will enter from A’Beckett Street and exit via Swanston Street. During night works trucks will enter and exit via Swanston Street.

There will be approximately four truck movements per hour.

Hours of work:

  • First shift: 7am – 6pm (ongoing)
  • Second shift: 6pm - 2am, from 22 January
  • 24 January - night works for crane delivery, 7pm – 7am

From March 2018:

  • 24 hours, Monday to Friday
  • 7am - 1pm, Saturdays and Sundays

Equipment laydown areas

Equipment laydown areas have been established at Franklin Street - between Swanston Street and Elizabeth Street - and A'Beckett Street on the RMIT half basketball courts and surrounding footpath and road.

These areas will be used to store machinery and equipment for the duration of the Metro Tunnel Project and will support the construction of the shafts and future tunnel works.

Hoarding will be installed around the perimeter of these areas to separate the worksite from pedestrians, vehicles and cyclists.

The footprint of these sites will require changes to parking and loading zones in the area. This site on Franklin Street will also be used as a truck waiting area.

Out of hours work

When out of hours works are required, we will notify local residents and businesses in advance of these works occurring.

All reasonable efforts will be made to complete works ahead of schedule, subject to weather and ground conditions.

We will notify residents and businesses if there are any significant changes to the program.
