Construction snapshot for March

Construction works within the Town Hall Station precinct during March 2021 include:

  • Roadheader tunnelling
  • Underground platform construction
  • Shaft construction works within the Flinders Quarter, City Square and Flinders Street sites
  • Pedestrian connection construction within the Flinders Street site
  • Gantry installation and roller door installation works within the Flinders Street site
  • Campbell Arcade connection works.

  • Roadheaders have completed excavating the central cavern and passenger adits, from mid-March roadheaders will commence the next phase of works excavating the rail tunnels
  • The rail tunnels are located on either side of the central cavern, this is a key feature of the station’s trinocular design which features three overlapping tunnels, integrating the platforms and concourse on a single level (refer to graphic, overleaf)
  • These works involve excavating using excavators and roadheaders, rock bolting, and shotcreting (spraying concrete)
  • There will be regular truck movements to deliver concrete and remove excavated material from the acoustic sheds

Underground platform construction

City Square, Federation Square and Flinders Quarter sites

24 hours, Monday to Sunday, ongoing

  • Works to construct the underground station platform are continuing 24 hours a day in the Town Hall Station precinct
  • These works involve the installation of waterproofing materials, steel, and concrete pours
  • There will be regular truck movements to deliver steel and concrete to the acoustic sheds.
  • These works are expected to generate low levels of noise and vibration.

City Square site

24 hours, Monday to Sunday, ongoing

  • Excavation of the southern and central sections of the City Square shaft was completed in February, enabling tension piling and permanent concrete works to commence
  • These works involve drilling and the installation of waterproofing materials, steel, and concrete to construct the permanent slabs, walls, and columns within the shaft
  • There will be a large concrete pour within the shaft in late-March for the construction of the base floor slab, and an increase in vehicles accessing the City Square acoustic shed to deliver concrete during these works
  • There will be regular truck movements to deliver steel and concrete to the acoustic shed
  • These works are expected to generate low levels of noise and vibration.

Flinders Quarter site

Excavation

7am to 8pm, Monday to Friday and 7am to 1pm, Saturdays, Sundays (if required), ongoing

Steel fixing, waterproofing and formwork installation

7am to 10pm, Monday to Friday, 7am to 1pm, Saturdays and 8am to 4pm, Sundays, (if required), ongoing

Concrete pours

7am to 12am, Monday to Friday and 7am to 1pm, Saturdays (if required)

6pm to 7am, Monday to Friday, as required (concrete finishing works)

  • Excavation underneath the ground floor slab will continue at the Flinders Quarter site throughout March
  • Excavation using an excavator with a hammer attachment will conclude by 8pm on weeknights
  • Excavators with bucket attachments will continue to remove excavated material underneath the ground floor slab until 10pm on weeknights
  • Use of a tower crane and trucks to remove excavated material are expected to generate low levels of noise, intermittent periods of medium levels of noise may be generated when using the tower crane
  • Steel fixing, waterproofing and formwork installation works will continue underneath the ground floor slab until 10pm on weekdays. These works involve the use of hand tools, diesel generators, power tools, a telehandler and a tower crane, and are expected to generate low levels of noise
  • Concrete pours must be continuous to ensure structural integrity and therefore may occasionally continue outside of standard construction hours
  • Concrete pours and concrete finishing works involve regular deliveries of concrete to the site, and the use of concrete trucks, concrete pumps, concrete vibrators, diesel generators and diesel-powered concrete finishing equipment
  • Concrete pours are expected to generate medium levels of noise and vibration, and concrete finishing works are expected to generate low levels of noise and vibration
  • Where possible, every effort will be made to undertake concrete pours during standard construction hours to minimise disruption to surrounding properties.

Excavated material removal

Flinders Quarter site

6:30am to 10pm, Monday to Sunday, ongoing

  • The removal of excavated material from excavation and tunnelling works requires the use of trucks and a tower crane
  • Trucks will egress the Flinders Quarter site via the Swanston Street driveway
  • These works are expected to generate low levels of noise, intermittent periods of medium noise levels may be generated when using the tower crane.

Oversized deliveries

Flinders Quarter site

5am to 7am, Monday to Saturday and 6pm to 10pm, Monday to Friday, ongoing

10pm to 5am, three nights in mid-March 2021 (steel deliveries)

  • Oversized trucks with deliveries will continue to access the Flinders Quarter site via the Swanston Street driveway
  • Due to road permit requirements, large plant will be occasionally delivered and demobilised from the site outside of standard construction hours
  • There will be oversized steel deliveries to the Flinders Quarter site in mid-March. This will include the delivery of large steel segments to construct an underground bridge required for roadheader tunnelling works
  • These deliveries require the use of semi-trailers, trucks, and a tower crane and are expected to generate low to medium levels of noise.

Shaft excavation

Federation Square

24 hours, Monday to Sunday, ongoing until late-February 2021

  • Works to excavate the Federation Square shaft involve excavating using an excavator, rock
  • Concrete pours are expected to generate medium levels of noise and vibration and concrete finishing works are expected to generate low levels of noise and vibration
  • Where possible, effort will be made to undertake concrete pours during standard construction hours to minimise disruption to surrounding properties.

Works to remove existing site amenities involve

  • Temporarily holding traffic on Flinders Lane for up to three minutes during standard construction hours to enable the removal of materials
  • Closing Flinders Lane to motorists between Russell and Swanston streets for up to three nights from 8pm to 5am to facilitate the removal of the site amenities on oversized trucks
  • The use of a mobile crane, trucks, lifting equipment and hand tools
  • A mobile crane will be parked on Flinders Lane adjacent to the City Square site during the road closures to facilitate the removal of the site amenities
Works to install new site amenities involve:
  • Temporarily holding traffic on Flinders Lane for up to three minutes during standard construction hours to enable the removal of materials
  • Closing Flinders Lane to motorists between Russell and Swanston streets for up to three nights from 8pm to 5am to facilitate the delivery and installation of the new site amenities
  • The use of a mobile crane, trucks, lifting equipment and hand tools
  • A mobile crane will be parked on Flinders Lane adjacent to the City Square site during the road closures to facilitate the installation of the site amenities
  • Local access will be maintained on Flinders Lane at all times
  • Traffic management will be in place to safely guide pedestrians, cyclists, and vehicles around the work areas
  • Impacted stakeholders will be provided more information prior to these works commencing outside of standard construction hours
  • These works are expected to generate low levels of noise and vibration.

  • Works to construct the future underground pedestrian connection within the Flinders Street site will continue throughout March
  • These works involve steel fixing, installing formwork and concrete
  • These works are expected to generate low to medium levels of noise and vibration.

Gantry and roller door installation

Flinders Street site

7am to 6pm, Monday to Friday, and 7am to 1pm, Saturdays, ongoing until March 2021

  • Works to install an overhead gantry and roller doors within the Flinders Street site will commence in early-March
  • These works will involve the use of a mobile crane, elevated works platforms and hand tools
  • Due to permit requirements, works to lift in sections of the gantry may need to take place at night. Directly impacted stakeholders will be provided more information prior to these works occurring outside of standard construction hour
  • These works are expected to generate low levels of noise.

Campbell Arcade connection works

Flinders Street site to Campbell Arcade

7am to 6pm, Monday to Friday, and 7am to 1pm, Saturdays, March 2021

10pm to 5am one night in early-March 2021 (cable relocation works)

  • The new Town Hall Station will feature a seamless underground passenger connection, enabling passengers to transfer between the new Town Hall Station and Flinders Street Station via Campbell Arcade, without passing through ticket gates
  • Necessary permits and exemptions to undertake works within Campbell Arcade have been received, enabling works to connect the Flinders Street site to the existing Campbell Arcade to commence in March
  • These works will be undertaken from the Flinders Street site and from within the Campbell Arcade plant room, and will not affect any of the existing key heritage elements of the arcade
  • Preparatory works will include relocating cables within the Flinders Street site one night in early-March. This will involve the use of hand tools and light towers and is expected to generate low levels of noise
  • Other works include installing a temporary support beam and temporary hoarding within the Campbell Arcade plant room and cutting a section of wall between the Campbell Arcade plant room and the Flinders Street site
  • These works will include the use of elevated work platforms, excavators with hammer attachments, a wall saw and hand tools
  • Intermittent periods of high noise may be generated when saw-cutting the perimeter of the wall between the Campbell Arcade plant room and the Flinders Street site. This is expected to take place in mid-March
  • Pedestrian access to businesses, Flinders Street Station and Degraves Street will be maintained via Campbell Arcade during these works
  • The legacy design of Campbell Arcade continues to be progressed and discussed with key stakeholders. Further information will be available in the coming months.

Sewer relining works

Flinders Street

10pm to 5am, for up to five nights in mid-March 2021

  • Sewer relining works will take place on Flinders Street, between Degraves Street and Flinders Street Station for up to five nights in mid-March
  • These works will require the use of a non-destructive digging truck, a lining flatbed truck, a CCTV truck, hand tools and light towers
  • During these works Flinders Street westbound lanes between Elizabeth and Swanston streets will be closed to motorists
  • These works are expected to generate low to medium levels of noise
  • Traffic management will be in place to direct pedestrians, cyclists, and motorists around the work areas.

Service investigations

Flinders Lane

10pm to 5am, for up to three nights in mid-March 2021

  • Service investigations will take place on Flinders Lane for up to three nights in mid-March
  • These works will involve the use of a non-destructive digging truck, hand tools and light towers
  • During these works Flinders Lane will be closed to motorists between Russell and Swanston streets
  • Local access will be maintained at all times
  • These works are expected to generate low levels of noise
  • Traffic management will be in place to direct pedestrians, cyclists, and motorists around the work areas.

TBM tunnelling

Parkville to Melbourne CBD

24 hours, Monday to Sundays, ongoing until mid-late 2021

  • Both tunnel boring machines (TBMs) were launched from the Parkville Station precinct in late 2020
  • The first TBM broke through into the State Library precinct on 19 December 2020. The machine was transferred through the station box and relaunched towards the Town Hall precinct in early February
  • The second TBM broke through into the State Library precinct on 11 February. The machine is now being transferred through the station box where it will be relaunched towards the Town Hall precinct in the coming weeks
  • On average the TBMs move around 10 metres every 24 hours
  • During tunnelling, the project team undertake survey and monitoring activities at ground level along the tunnel alignment
  • Properties located near tunnelling works will be contacted with further information before tunnelling occurs in their area.

Ongoing traffic and transport impacts

  • Flinders Street westbound lanes between Elizabeth and Swanston streets will be closed to motorists between 10pm to 5am for up to five nights in mid-March
  • Flinders Lane will be closed to motorists between Russell and Swanston streets for up to three nights in mid-March.
  • Ongoing closure of Flinders Street eastbound lanes between Swanston and Elizabeth streets
  • Closure of the Flinders Street northern footpath adjacent to the Flinders Quarter site entrance until March 2021
  • Ongoing long-term closure of the southern footpath on Flinders Street adjacent to the Federation Square site, with pedestrian diversions in place through Federation Square
  • Closure of the left turning lane from St Kilda Road to Flinders Street
  • Temporary closure of the Flinders Street north-south pedestrian crossing between St Paul’s Cathedral and Federation Square
  • Temporary holding of traffic on Flinders Lane, Swanston and Collins streets for up to three minutes to enable the delivery of equipment and materials
  • Ongoing use of boom gate and swing gate controls to pedestrian and cyclist traffic on Swanston and Collins streets, to facilitate safe truck ingress and egress
  • Intermittent slowing and stopping of traffic on Collins Street between Russell and Swanston streets for deliveries to the City Square site
  • Intermittent stopping of pedestrians on the corner of Swanston Street and Flinders Lane for the egress of construction vehicles
  • Concrete trucks will intermittently park in the loading bay on Collins Street, adjacent to the City Square site for up to 30 minutes to enable concrete testing to take place.
