Town Hall Station construction update

December 2018 update

Major works in preparation for construction of the Metro Tunnel and the new Town Hall Station are underway. The new Town Hall Station is being constructed at three main work sites along Swanston Street at City Square, Flinders Quarter (between Young & Jackson and the Nicholas Building) and at Federation Square.

Construction break during the New Year period

Please be advised that the Metro Tunnel Project will take a break from construction in this area over the New Year period.

The last day of construction for 2018 will be Friday 21 December.  Work will re-commence on Monday 7 January 2019.

During the closure period, the site will be secured with regular security patrols and measures put in place to minimise the spread of dust. Members of the project team will be on call during this time to directly respond to any issues that may arise.

City Square

  • Ongoing piling works including the use of jack hammering equipment, concrete works and the use of a conveyor belt to lift ground materials into the Flinders Lane loading bay
  • Relocation of the conveyor belt to the eastern half of the shaft to facilitate the piling works on the western half of the shaft
  • Scaffolding adjustments within site adjacent to the Westin Hotel
  • Installation of a new walkway and removal of an existing walkway within the site adjacent to the Westin Hotel
  • Temporary removal of a light pole and a City of Melbourne information post on Collins Street between Swanston Street and Regent Place adjacent to site
  • Road and footpath utility service and geotechnical work along Swanston Street, Collins Street and Flinders Lane
  • Excavation and concrete works within site adjacent to Collins Street
  • The removal and reinstatement of site hoarding and creative hoarding treatments
  • Delivery of materials, equipment and machinery along Flinders Lane and Collins Street adjacent to site.

Flinders Quarter

  • Archaeological investigations involving the use of a small excavator and hand tools
  • Demolition of the former Port Phillip Arcade basement
  • Demolition of the former KFC Building
  • Demolition and removal of existing building footings
  • Wall reinstatement works to the Young & Jackson building within site
  • Footpath alteration works on Swanston Street between Young and Jackson Hotel and the Nicholas Building adjacent to site
  • Footpath alteration works on Flinders Street between Swanston Street and Degraves Street adjacent to site
  • Hoarding and covered pedestrian walkway adjustments along Flinders Street, Swanston Street, Flinders Lane, Cocker Alley and Royston Place
  • Establishment of additional site facilities and amenities
  • Piling preparation works involving crushed rock deliveries and rock compaction
  • Utility service and geotechnical work along Swanston Street, Flinders Street and Flinders Lane
  • Delivery of materials, equipment and machinery along Swanston Street and Flinders Street
  • Removal and management of asbestos in accordance with Victoria WorkSafe requirements.

Federation Square

  • Demolition of the former Melbourne’s Visitor’s Centre and other areas within site
  • Road, kerb and footpath alteration works on the corner of Flinders Street and Swanston Street
  • Installation and adjustments of site hoarding and creative hoarding treatments
  • Geotechnical and utilities investigations within site and on Flinders Street and Swanston Street
  • Establishment of additional site facilities and amenities
  • Delivery of materials, equipment and machinery along Flinders Street.

Day works

  • 7am – 6pm, Monday to Friday
  • 7am – 10pm, Monday to Friday (City Square)
  • 7am – 1pm, Saturdays
  • 7am – 4pm, Saturdays (City Square)

Out of hours works

  • Hoarding modification works will occur within the Flinders Lane loading bay on Saturday 1 December, 1pm - 6pm
  • Reinstatement of the footpath on Swanston Street between Flinders Street and Collins Street on Sunday 2 to Tuesday 4 December, 7pm – 6am
  • Water main works will be carried out on Flinders Lane between Swanston Street and Regents Place on Sunday 2 December, 8am - 5pm
  • Footpath and kerb works adjacent to our Flinders Quarter site on Swanston Street between Young and Jackson Hotel and the Nicholas Building Monday 3 to Thursday 6 and Sunday 9 to Thursday 13 December, 10pm - 5am
  • Demolition works of the existing KFC building will take place within the Flinders Quarter site on Saturday 15 December, 7am to 5pm and Sunday 16 December, 8am to 5pm
  • Nicholas Building reinstatement works will take place within the Flinders Quarter site ongoing until Friday 21 December, 6pm - 7am (Sunday to Thursday nights only)
  • Scaffolding adjustments, walkway removal and installation, including crane lifts within the City Square site adjacent to the Westin Hotel, ongoing until Friday 21 December 6pm - 10pm
  • Deliveries to the City Square site within the Flinders Lane loading bay ongoing until Friday 21 December, 6pm and 10pm
  • The use of mechanical hand tools to tighten support anchors within the City Square site adjacent to Swanston Street Monday 10 to Friday 21 December, 6pm to 6am
  • Federation Square night works including; some demolition works, tram pole installation, road, kerb, drainage and footpath modifications, ongoing until Friday 21 December, 10pm - 5am (Sunday to Thursday nights only)
  • Federation Square equipment deliveries requiring crane set up and lifts on Tuesday 4, Sunday 9 and Tuesday 11 December, 10pm - 5am
  • Oversized excavator delivery to the Flinders Quarter site via Swanston Street on Wednesday 19 December, 1am - 5am
  • Out of hours deliveries may be necessary to minimise traffic disruption and for the safety of the public and our workers. Oversized deliveries will occur at intermittent periods between 10pm and 6am, in accordance with the relevant traffic permits
  • Where additional out of hours works are required, we will provide you with notification in advance of works commencing.

Yarra Trams works

From Monday 3 to Tuesday 4 December Yarra Trams will be conducting pole installation night work on Flinders Street between Swanston and Degraves Streets.

Geotechnical investigations out of hours works

New well installation

  • Installation involves scanning the area, saw cutting, non-destructive digging, and the use of a drill rig to install the well

  • Temporary fencing will be around the area while drilling of the well is being completed
  • Works at each site will take approximately 1-2 weeks to complete
  • There may be some localised traffic and pedestrian changes during works.

Well installation dates

  • Sunday 2 to Thursday 6 December and Sunday 16 to Thursday 20 December, 10pm - 5am - Flinders Lane between Swanston Street and Monaghan Place - Flinders Street between Swanston Street and Degraves Street - The corner of Flinders Street and Swanston Street adjacent to St Pauls Cathedral
  • Sunday 9 to Thursday 13 and Sunday 17 to Monday 18 December - Collins Street between Swanston Street and Regent Place.

Recharge testing

  • Recharge well testing will also occur at existing locations (as per map in the notification (PDF, 673.1 KB).)
  • The recharge test will be conducted 24 hours a day for up to two weeks at each location and monitored twice a day
  • Temporary fencing will be around the area while recharge testing is being completed
  • A connection to a water supply will also be established for the duration of testing
  • There may be some localised traffic and pedestrian changes during works.

What to be aware of

Noise and equipment

  • Some of these works will generate medium to high levels of noise. We will take measures to keep noise to a minimum where possible
  • Equipment to be used will include excavators, piling rigs, cranes, bobcats, drilling machines, concrete pumps, saw cutting equipment, jackhammers, rock hammers, grinders, vacuum trucks, heavy vehicles, general site vehicles, generators, and hand tools (mechanical and non-mechanical)
  • Trucks with broadband reversing alarms will enter and exit our sites to safely deliver and remove equipment and materials.

Traffic and pedestrian changes

Upcoming

  • Flinders Street left-turn lanes into St Kilda Road will be closed from 10pm and 5am on Monday 3 to Monday 10 December, excluding Friday and Saturday nights. Detour via Russell, Collins, Queens, Flinders Streets and Kings Way to get to St Kilda Road
  • Flinders Street westbound lanes will be closed between Russell Street and Swanston Street from 10pm to 5am on Tuesday 11 to Thursday 13 December (all lanes) and from Monday 17 to Thursday 20 December (one lane). Detour via Russell, Collins and Queens streets
  • Flinders Lane will be closed at Swanston Street from 10pm to 5am on Sunday 2 to Thursday 6 and Sunday 16 to Thursday 20 December. Detours will be in place and local access maintained
  • The Swanston Street western footpath will be closed between Young and Jackson Hotel and the Nicholas Building from 10pm to 5am on Monday 3 to Thursday 13 and Sunday 9 to Thursday 13 December (excluding Friday and Saturday nights). Pedestrians will be diverted to the eastern footpath.

Ongoing

  • Ongoing closure of the far-left turning lane on Flinders Street into St Kilda Road, adjacent to Federation Square for up to 4 years
  • Ongoing closure of the northern footpath on Flinders Lane between Swanston Street and Regents Lane, with pedestrian diversion to the southern footpath
  • Ongoing closure of the southern footpath on Flinders Street adjacent to the Federation Square worksite, with pedestrian diversion through Federation Square
  • Temporary holding of traffic on Flinders Lane for up to 20 minute periods to enable safe delivery of site equipment and materials
  • Intermittent closures of small sections of the pedestrian walk ways on Elizabeth, Swanston, Russell, Flinders and Collins streets, Flinders and Princes walks, Rainbow and Banana alleys, and Boathouse Drive to enable groundwater monitoring
  • Traffic management will be in place when required to safely guide pedestrians, cyclists, and vehicles around work areas
  • Access for residents and businesses will be maintained at all times.
