Town Hall Station construction update

March 2019 update

Major works in preparation for construction of the Metro Tunnel and the new Town Hall Station are underway. The new Town Hall Station is being constructed at three main work sites along Swanston Street at City Square, Flinders Quarter (between Young & Jackson and the Nicholas Building) and at Federation Square.

The new Town Hall Station will be constructed at three main work sites along Swanston Street at City Square, Flinders Quarter (between Young and Jackson and the Nicholas Building) and at Federation Square.

City Square

  • Ongoing excavation and concrete works within site
  • Ongoing use of a concrete pump on Collins Street between Swanston Street and Regent Place
  • Ongoing footpath alteration works on Collins Street between Swanston Street and Regent Place adjacent to site
  • Piling works including the intermittent use of jack hammering equipment, concrete trucks and the use of a conveyor belt to lift ground materials into the Flinders Lane loading bay
  • Site hoarding removal and replacement works on Collins Street
  • Removal of one tree on the corner of Swanston Street and Flinders Lane adjacent to site, to facilitate footpath alteration works
  • Footpath alteration works on Swanston Street between Flinders Lane and Collins Street adjacent to site
  • Removal of piling equipment from site
  • The removal and reinstatement of creative hoarding treatments
  • Delivery of materials, equipment and machinery along Flinders Lane and Collins Street adjacent to site.

Flinders Quarter

  • Ongoing demolition and removal of existing building footings including the former Port Phillip Arcade and KFC building basement
  • Delivery and mobilisation of piling rigs, plant, equipment and material
  • Piling works including the intermittent use of jack hammering equipment, concrete trucks and machinery for the removal of spoil
  • Excavation works in Cocker Alley and Scott Alley adjacent to site. During this time, both Cocker Alley and Scott Alley will be slightly reduced and temporary fencing will be in place
  • Footpath alteration works on Flinders Street, between Swanston Street and Degraves Street, adjacent to site
  • Hoarding and gate installation along Swanston Street, Flinders Street, Cocker Alley, Scott Alley and Royston Place adjacent to site
  • Establishment of additional site facilities and amenities
  • Delivery of materials, equipment and machinery along Swanston Street and Flinders Street
  • Removal and management of asbestos in accordance with Victoria WorkSafe requirements.

Federation Square

  • Ongoing demolition of the former Melbourne Visitor’s Centre basement and ground floor slab within site
  • Delivery and mobilisation of piling rigs, plant and equipment, including multiple crane lifts from Flinders Street
  • Piling works including the intermittent use of jack hammering equipment, concrete trucks and removal of spoil
  • Establishment of additional site facilities and amenities
  • Installation of permanent hoarding and removal and reinstatement of creative hoarding treatments.

Day works

  • 7am – 6pm, Monday to Friday
  • 7am – 10pm, Monday to Friday (City Square and Flinders Quarter)
  • 7am – 1pm, Saturdays
  • 7am – 4pm, Saturdays (City Square and Flinders Quarter)

Out of hours works

  • Ongoing Federation Square night works including; demolition and excavation works, well installation, crane lifts, equipment deliveries and footpath modifications from 6pm to 5am (Sunday to Thursday nights only)
  • Ongoing deliveries and crane lifts at the City Square site from 6pm to 10pm
  • Piling preparation works at the Flinders Quarter site from 6pm to 10pm
  • Sewer and stormwater cleaning and inspection night works on Elizabeth Street between Flinders Street and Flinders Lane on Flinders Street between Russell and Swanston Street and on Swanston Street between Little Collins Street and Flinders Street from 10pm to 6am (Sunday to Thursday nights only)
  • Gate installation night works on Swanston Street between Young and Jackson Hotel and the Nicholas Building adjacent to the Flinders Quarter site from 10pm to 5am, Tuesday 5 March to Thursday 7 March 2019
  • Light pole removal night works on Collins Street between Swanston Street and Regent Place adjacent to site and on Flinders Street between Swanston Street and Degraves Street adjacent to site from 10pm to 6am, Tuesday 5 March to Wednesday 6 March and Wednesday 20 March to Friday 22 March 2019
  • Piling demobilisation night works at the City Square site including removal of all piling rigs and associated equipment from 7pm to 7am, Monday 25 March to Saturday 30 March 2019
  • Delivery of concrete and the use of the concrete pump at the City Square site from 7am to 6pm, Saturday 16 March 2019
  • Footpath modification works on Flinders Street between Swanston Street and Degraves Street adjacent to the Flinders Quarter site from 10pm to 5am, Tuesday 5 March to Thursday 7 March 2019
  • Hoarding and fencing modification night works on Collins Street between Swanston Street and Regent Place adjacent to the City Square site from 10pm to 6am, two nights between Monday 18 March to Friday 22 March, exact dates will be provided to directly affected residents closer to the date
  • Tree protection works on Swanston Street adjacent to the Nicholas Building between 10pm and 5am on Sunday 17 March 2019
  • Delivery and mobilisation of oversized piling equipment to the Flinders Quarter site between 10pm and 6am Monday 18 March to Thursday 21 March 2019
  • Utility service investigations on Flinders Street between Swanston Street and Elizabeth Street adjacent to Flinders Street Station and on Flinders Street and Swanston Street footpath adjacent to Young & Jackson Hotel between 10pm and 6am Tuesday 5 to Thursday 7 March 2019
  • Utility service investigations on Flinders Street at the Elizabeth Street intersection in March, further information will be provided to directly affected residents closer to the date
  • Tree removal night works will occur on Swanston Street adjacent to our City Square site in March, further information will be provided to directly affected residents closer to the date
  • Out of hours deliveries may be necessary to minimise traffic disruption and for the safety of the public and our workers. Oversized deliveries will occur at intermittent periods between 10pm and 6am, in accordance with the relevant traffic permits
  • If works are unable to be completed, they will be completed on the next available shift
  • Where additional out of hours works are required, we will provide you with notification in advance of works commencing.

Geotechnical investigations out of hours works

Five well locations have now been completed, works to complete the remaining four locations will  continue in March.

New well installation

  • Installation involves scanning the area, saw cutting, non-destructive digging, and the use of a drill rig to install the well
  • Temporary fencing will be installed around the area while drilling of the well is being completed
  • Works at each site will take approximately 1-2 weeks to complete
  • There may be some localised traffic and pedestrian changes during works.

Water connections

  • A permanent water connection will be required at some existing locations (as per map) to allow waterflow to the well during construction monitoring
  • The connection involves scanning the area, saw cutting, non-destructive digging, and the use of a small excavator
  • Works at each site will take approximately 1 to 2 weeks to complete
  • Temporary fencing will be around the area while the works are being completed
  • There may be some localised traffic and pedestrian changes during works.

Recharge testing

  • Recharge well testing will also occur at existing locations (as per map in the print notification PDF, 1.0 MB)
  • The recharge test will be conducted 24 hours a day for up to two weeks at each location and monitored twice a day
  • Temporary fencing will be around the area while recharge testing is being completed
  • A connection to a water supply will also be established for the duration of testing
  • There may be some localised traffic and pedestrian changes during works.

What to be aware of

Noise and equipment

  • Some of these works will generate medium to high levels of noise. We will take measures to keep noise to a minimum where possible
  • Equipment to be used will include excavators, piling rigs, cranes, bobcats, drilling machines, concrete pumps, saw cutting equipment, jackhammers, rock hammers, grinders, vacuum trucks, heavy  vehicles, general site vehicles, generators, and hand tools (mechanical and non-mechanical)
  • Trucks with broadband reversing alarms will enter and exit our sites to safely deliver and remove equipment and materials.

Traffic and pedestrian changes

Upcoming

  • The Flinders Street northern footpath will be closed between Swanston Street and Degraves Street from 9pm to 5am, Sunday 3 to Friday 8 March 2019, local access will be maintained and pedestrians will be diverted to the southern footpath
  • The Swanston Street western footpath will be closed between Young and Jackson Hotel and the Nicholas Building from 10pm to 5am, Sunday 3 March to Thursday 7 March 2019, pedestrians will be diverted to the eastern footpath
  • The Swanston Street northern signalised pedestrian crossing at Flinders lane will be temporarily closed for a seven day period in March, pedestrians will be diverted to the southern crossing with signage in place to safely divert pedestrians
  • Intermittent Flinders Street eastbound lane closures between Russell Street and Elizabeth Street from 10pm to 5am in March (Sunday to Thursday nights only)
  • Intermittent Flinders Street westbound lane closures between Swanston Street and Elizabeth Street from 10pm to 5am in March (Sunday to Thursday nights only)
  • Flinders Street westbound lane closures between Russell Street and Swanston Street from 10pm to 5am (Sunday to Thursday nights only) detour via Russell, Collins and Queens streets
  • Collins Street westbound will be closed between Russell and Elizabeth Streets from 10pm to 5am on Tuesday 5 to Wednesday 6 March 2019. Detour via Russell, Little Collins and Elizabeth Street.

Ongoing

  • Ongoing footpath alteration works to the Collins Street southern footpath between Swanston Street and Regent Place. The footpath will always remain open during peak hours, however, some  night closures may be required with signage in place to safely divert pedestrians
  • Ongoing intermittent closures of the Collins Street southern bike path between Swanston Street and Regent Place between 10am and 5pm, traffic management will be in place diverting cyclists into the traffic lane
  • Ongoing closure of the far-left turning lane on Flinders Street into St Kilda Road, adjacent to Federation Square for up to four years
  • Ongoing closure of the northern footpath on Flinders Lane between Swanston Street and Regent Place, with pedestrian diversion to the southern footpath
  • Ongoing closure of the southern footpath on Flinders Street adjacent to the Federation Square site, with pedestrian diversion through Federation Square
  • Temporary holding of traffic on Flinders Lane for up to three minute periods to enable safe delivery of site equipment and materials
  • Intermittent closures of small sections of the pedestrian walk ways on Elizabeth, Swanston, Russell, Flinders and Collins streets, Flinders and Princes walks, Rainbow and Banana alleys, and Boathouse Drive to enable groundwater monitoring
  • Traffic management will be in place when required to safely guide pedestrians, cyclists, and vehicles around work areas
  • Access for residents and businesses will be maintained at all times.

Additional Yarra Trams and City of Melbourne works

Please note: Yarra Trams will be undertaking works on Flinders Street between Swanston Street and Degraves Street between 9.30pm and 5am, from Sunday 3 March to Thursday 7 March and Sunday 10 March to Thursday 21 March 2019. Flinders Street Eastbound closures will also be required during this time.

Please be advised that the City of Melbourne will also be undertaking works on the corner of Flinders Street and Swanston Street/St Kilda Road (outside Flinders Street Station) from 11pm Saturday 2 March to 3am Tuesday 5 M rch inclusive. Visit Melbourne.vic.gov.au for updates.
