Draft Eastern Portal Development Plan

Metro Tunnel works are currently underway in South Yarra, with the Cross Yarra Partnership (CYP) undertaking works to construct the tunnel boring machine retrieval shaft and the Rail Infrastructure Alliance (RIA) undertaking early works to prepare the area for construction of the eastern tunnel entrance.

RIA has prepared a draft Development Plan, which sets out required surface works to construct the eastern tunnel entrance and describes the response to the Urban Design Strategy and relevant Environmental Performance Requirements, as defined in the Metro Tunnel Environmental Management Framework.

Proposed works

The draft Eastern Portal Development Plan works include:

  • Construction of a cut-and-cover tunnel, decline structure and track work to tie in the new tunnel with the existing Cranbourne / Pakenham line
  • A reinstated and enhanced South Yarra Siding Reserve, roads and walkways
  • Construction of a replacement bridge at William Street, a new pedestrian bridge at Osborne Street connecting to the South Yarra Siding Reserve, retaining walls and embankments
  • A new promenade connecting South Yarra Siding Reserve to Chapel Street
  • A widened rail corridor, including retaining walls, lineside fencing and noise attenuation
  • Emergency egress shaft adjacent to Arthur Street
  • Relocation of utility services
  • Works to Lovers Walk
  • Track and civil infrastructure works, including traction power and signalling modifications
  • Construction of a large detention tank below the South Yarra Siding Reserve

The draft RIA Eastern Portal Development Plan was open for public inspection and comment from Monday 4 February 2019 until 5pm, Friday 22 February 2019.

Feedback received during public display will be considered in the finalisation of the RIA Eastern Portal Development Plan. An updated plan will be submitted to the Minister for Planning for consideration.

The Minister for Planning must approve the finalised RIA Development Plan before works covered in the Plan may commence.

Draft Western Portal Development Plan

Metro Tunnel works are currently underway in Kensington, with the Cross Yarra Partnership (CYP) undertaking works to construct the tunnel boring machine retrieval shaft and the Rail Infrastructure Alliance (RIA) undertaking early works to prepare the area for construction of the western tunnel entrance.

RIA has prepared a draft Western Portal Development Plan, which sets out required surface works to construct the western tunnel entrance and describes the response to the Urban Design Strategy and relevant Environmental Performance Requirements, as defined in the Metro Tunnel Environmental Management Framework.

Proposed Works

The draft Western Portal Development Plan works include:

  • A widened rail corridor, including retaining walls and lineside fencing
  • A tunnel entrance and tunnel to the north of the existing rail lines
  • Retaining walls, including a flood wall along Childers Street and embankments
  • Reinstated roads, including Childers Street, footpaths, pavement and car parking
  • Track and civil works, including upgrades to traction power and overhead infrastructure
  • Bike paths
  • Redesigned entry and forecourt at South Kensington station
  • Creation of public space at 135 Ormond Street
  • Landscaping

Western Turnback Development Plan- Stage 2 (Station Works)

The Metro Tunnel Project will create a new end-to-end rail line from Sunbury to Cranbourne / Pakenham, with high capacity trains and five new underground stations. As part of the project, a new passenger platform and additional track, known as the Western Turnback, will be constructed at West Footscray station.

The new infrastructure will allow services to start and finish at West Footscray station and help create more regular and reliable services between Melbourne’s CBD and the western suburbs.

Proposed works to build the Western Turnback will be delivered in two stages, Stage 1 (Rail Works) and Stage 2 (Station Works).

The Rail Infrastructure Alliance (RIA) has prepared a draft Western Turnback Development Plan – Stage 2 (Station Works). This plan sets out required works to construct the Western Turnback and new platform and describes the response to the Urban Design Strategy and relevant Environmental Performance Requirements, as defined in the Metro Tunnel Environmental Management Framework.

Proposed Stage 2 works

The draft Western Turnback Development Plan – Stage 2 (Station Works) works include:

  • New tracks, including turnouts and realigned tracks to allow outbound trains to change direction
  • A new third passenger platform at West Footscray station, including a canopy, ramp, stair and lift access
  • Extension and alterations to the existing platform, including CCTV, lights and furniture
  • A new concourse connecting the existing pedestrian and bicycle overpass to the new third platform
  • Structural modifications and architectural cladding modifications to the existing pedestrian and bicycle overpass to join the new concourse to the overpass, and
  • Earthworks and drainage to facilitate new track for the new platform.
